[Standards for Teacher Education as a Road towards Quality: Reflections on Development in Germany]

abstract

Standardy pro učitelské vzdělávání jsou ve Spolkové republice Německo (SRN) v posledním desetiletí vytvářeny na objednávku Stálé konference ministrů kultu (KMK). Jejich deklarovaným cílem je zvýšit kvalitu ve vzdělávání prostřednictvím vymezení a ověřování kompetencí absolventů učitelství a souvisejících evaluací učitelského vzdělávání. V tomto textu analyzujeme vývoj problematiky z pohledu badatelů stojících vně daný systém a v závěru jej vztahujeme k situaci v České republice. V úvodu předkládáme základní informace o kontextu problematiky, tj. o učitelském vzdělávání v Německu. Následně popisujeme teoretická východiska KMK standardů a rozebíráme je na pozadí přístupu tzv. nového řízení. Poté standardy na konkrétních příkladech představujeme. V závěrečné části uvádíme, jak se situace kolem standardizace učitelského vzdělávání dále vyvíjela, co bylo přijímáno pozitivně a co se stalo předmětem kritiky. Příběh standardizace učitelského vzdělávání v Německu prezentujeme jako akt celostátní vzdělávací politiky, jejíž ambicí bylo standardy se vší vehemencí uvést na scénu, z níž se dnes pozvolna vytrácejí. Neznamená to však, že by stopy po nich nebyly v systému patrné − přestože se KMK standardy nestaly závaznými, působí zde přinejmenším v rámci tzv. měkkého ovlivňování (soft governance). The standards for teacher education in Germany have been developed on request of The standing conference of ministers of education and cultural affairs (KMK). Their declared aim is to enhance the quality of education by means of defining and checking competencies of graduates of teacher education programmes and related evaluations of teacher education. In this context, we analyse the development of this issue from the point of view of researchers who stand outside the system and conclude by comparing the situation with the Czech Republic. In the introductory part, we present basic information about the context of the topic, i.e. about the teacher education in Germany. Then we describe theoretical background of the KMK standards and analyse them in the context of the new public management. Next we introduce the standards by presenting concrete examples. In the concluding part, we mention how the situation of standardisation of teacher education has developed, what has been positively accepted and what has been criticised. We present the story of standardisation of teacher education in Germany as an act of state-wide educational politics whose ambition was to vigorously introduce the standards on the scene where they are slowly disappearing from. However, it does not mean that their impact are not evident − even though the KMK standards have not become mandatory, they have some effect at least in terms of so called soft governance.
