abstract
The article deals with formulation of conceptual framework for analyzing effects of educational policies upon educational outcomes. First, requirements upon useful conceptual framework are formulated and briefly reviewed available frameworks. Then the new conceptual framework is introduced and briefly described. The role of educational policy in the framework is then specified. Three basic components of educational policy are delimited: (1) formulation of goals and problems; (2) educational policy instruments; (3) institutional settings and role of actors in policy design and implementation. Special attention is given to description and classification of educational policy instruments.
