The problem of achieving savings in the public sector is one of the current theoretical and practical questions of the theory and practice of public finance, public economics, administration and politics. The authors of the publication present an original recipe and proposals for how to systematically manage the process of achieving savings in the public sector. They pose fundamental questions for which they find solutions: What is the basis of wastage in the public sector and by what methods can rational savings be achieved? What budgetary methods are appropriate for the optimal allocation of resources and the achieving of savings? How to optimally establish the process of changes leading to rational savings in the public sector?
