summary
The book deals with a specific aspect of corruption in public procurement in the environment of systemic corruption in the Czech Republic. The author analyses the phenomenon of public procurement, proposes a theoretical concept as an explanatory tool for revealing the causes and sources of corruption in public procurement, and elaborates the theoretical basis for the design of an effective anti-corruption policy. The publication provides readers not only with a basic overview of the issue, but also with concrete answers to the questions: How do collusive agreements and other manifestations of systemic corruption affect public procurement? How are failures of public administration, or its participants, manifested in the environment of systemic corruption? What is the role of parallel (external) structures in the public administration’s decision-making on what and how to procure?
