Many states do not see Western anti-Russian attitudes following the invasion of Ukraine as a given – only a minority of countries have actually accepted and complied with sanctions or reduced diplomatic relations. This “rest of the world” (comprising, however, the majority of the population, including multi-billion countries like China and India) usually pursues its own interests, or directly supports the Russian narrative – which corresponds to the colonial and post-colonial (or Cold War) experience, or just anti-Western sentiment. Or is it a purely pragmatic approach based on economic ties? Does local political culture, the nature of the system, or the personalism of local elites play a role? How does ideology correspond to practical foreign policy moves, and where to look for the reasons for any discrepancies between the two?
