The monograph examines the control of regional press in the formative period of the Communist Party dictatorship in Czechoslovakia. When it comes to the media policy enforced by the Communist Party of Czechoslovakia, the process of establishing a system of state governance was disrupted by disputes between the centre and the regions, between the ambitions of the propaganda and press administration at the Central Committee of the Communist Party of Czechoslovakia, and the actual possibilities of the lower party apparatus and regional journalists. In the first half of the 1950s, the central authorities abandoned the idea of direct control over regional media and had to proceed with decentralisation, which could not be achieved without jurisdiction disputes. It was not until between 1953 and 1956 that the media control system was gradually stabilised.
The study is divided into chapters tracing the development of the relationship between the central apparatus of the Communist Party of Czechoslovakia and its regional and district committees. The concluding chapter is a historical survey of the Stráž severu daily newspaper published in the city of Liberec, exemplifying how a regional periodical coped with the process of the Communist Party establishing dominance.
